This interim guidance provides suggestions to WHO country offices and health ministries so that they can quickly and effectively mobilize and empower communities to engage, reverse and mitigate the impact of COVID-19 through non-pharmaceutical public health measures. By engaging communities in the preparedness and response of COVID-19, the health sector can avoid the emergence of cases that would worsen the pandemic. It can also give the health sector more time to prepare to respond in realistic, relevant and appropriate ways to the needs and challenges of every population group.en
