Implementing telemedicine services during COVID-19 : guiding principles and considerations for a stepwise approach

Telemedicine is a key strategy to maintain and complement health service that’s been disrupted in the COVID-19 pandemic. However, the design and implementation of a sustainable and cost-effective telemedicine system depends on a thorough understanding of gaps between supply of and demand for health service, the digital infrastructure, the transformation to care pathway, and the investment case. Despite the increasing recognition and political and social adoption of telemedicine throughout the pandemic, implementing a telemedicine system requires careful consideration and planning due to their complexities. The set of guiding principles and phased-approach outlined in this document aim to support Member States throughout their decision-making process of designing, developing, implementing and adapting telemedicine applications for health service delivery.
